The French Parliamentary Permacrisis: The Dawn of a New Political Reality

In October 2022, when Rishi Sunak assumed office as British prime minister, he became the fifth British prime minister to take up the role over a six-year span.

Unleashed on the UK by Brexit, this signified unprecedented political turmoil. So what term captures what is unfolding in France, now on its fifth premier in 24 months – three of them in the last ten months?

The current premier, the newly reinstated Sébastien Lecornu, may have gained a brief respite on that day, abandoning Emmanuel Macron’s key pension reform in return for opposition Socialist votes as the cost of his government’s survival.

But it is, in the best case, a short-term solution. The EU’s number two economic power is locked in a political permacrisis, the scale of which it has not experienced for many years – perhaps not since the establishment of its Fifth French Republic in 1958 – and from which there appears no simple way out.

Governing Without a Majority

Key background: ever since Macron initiated an risky early parliamentary vote in 2024, France has had a divided assembly split into three warring blocs – left, far right and his own centre-right alliance – none with anything close to a majority.

At the same time, the nation faces twin financial emergencies: its national debt level and deficit are now nearly double the EU limit, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are approaching.

Against that unforgiving backdrop, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.

In mid-September, the leader named his close ally Lecornu as his latest PM. But when, just over a fortnight later, Lecornu presented his government team – which proved to be much the same as the old one – he encountered anger from both supporters and rivals.

So much so that the following day, he resigned. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he cited political rigidity, saying “party loyalties” and “personal ambitions” would make his job virtually unworkable.

A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to secure multi-party support – a task, to put it gently, filled with challenges.

Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) refused to meet Lecornu, vowing to reject any and every new government unless there were snap elections.

Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he went on TV to say he thought “a solution remained possible” to avoid elections. The president’s office confirmed the president would name a fresh premier 48 hours later.

Macron kept his promise – and on that Friday appointed … Sébastien Lecornu, again. So recently – with Macron commenting from the wings that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?

In a critical address, the young prime minister outlined his financial plans, giving the centre-left Socialist party (PS), who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s flagship reform would be frozen until 2027.

With the right-wing LR already supportive, the Socialists said they would not back no-confidence motions tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those votes, scheduled for Thursday.

It is, nevertheless, far from guaranteed to be able to approve its €30bn austerity budget: the PS clearly stated that it would be seeking more concessions. “This,” said its head, Olivier Faure, “is just the start.”

A Cultural Shift

The issue is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the right-leaning parties are themselves split on dealing with the administration – certain members remain eager to bring it down.

A look at the seat numbers shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the RN, LFI, Greens, Communists and hardline-right UDR seek his removal.

To succeed, they need a 288-vote majority in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, like his predecessors, toast.

Most expect this to occur soon. Although, by an unlikely turn, the dysfunctional assembly musters collective will to approve a budget this year, the prospects for the government beyond that look grim.

So does an exit exist? Snap elections would be unlikely to solve the problem: surveys indicate nearly all parties except the RN would see reduced representation, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.

An alternative might be for Macron himself to resign. After a presidential vote, his replacement would disband the assembly and hope to secure a parliamentary majority in the following election. But this also remains unclear.

Surveys show the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an strong possibility that French electorate, having chosen a far-right leader, might think twice about handing them control of parliament.

In the end, France may not emerge from its quagmire until its leaders accept the new political reality, which is that decisive majorities are a thing of the past, winner-takes-all no longer applies, and compromise is not synonymous with failure.

Many think that cultural shift will not be feasible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
